Detention, demurrage, Per Diem and storage charges

What is detention? 
Detention is the charge applicable, after the free time expires, for the use of the carrier’s full container inside the marine terminal, railroad facilities, container yard or customer premises.

What is demurrage? 
Demurrage is the charge applicable, after the free time expires, inside the terminal for the use of the container yard. 

Free time: Four (4) days from the date of common landing 

Detention and demurrage: updated payment policy  
The following options are available for payment:  
- Pay-order 
- Bankers Cheque (upon clearance)

SOLAS VGM information

What is VGM?

Verified Gross Mass or VGM refers to the exact, verified weight of a packed container. For safety reasons, vessel operators can only load a container if its weight has been verified.

In line with SOLAS (Safety of Lives at Sea) regulations, all marine terminals in the USA are now allowed to use their certified scales to record Verified Gross Mass (VGM) of shipments.

 

What do I need to include in my VGM instructions?

You must include the following on all VGM instructions: 

  • Booking or Bill of Lading (BL) number 

  • Container number 

  • VGM + weight measurement unit (kgs.) 

  • Responsible Party Name (Shipper / Freight Forwarder / Consolidator)

   

How can I submit my VGM instructions?

  • myMSC (Free of Charge) 

  • EDI (via INTTRA; GT NEXUS; Cargo Smart) 

  • Manually (via INTTRA; GT NEXUS; Cargo Smart)

  • Manual VGM submission via email or any means other than mentioned above are not accepted

 

Guidelines for submitting your VGM instructions

  • MSC prefers to receive a Shipper-Verified Gross Mass (VGM) immediately after stuffing. This helps to avoid any unexpected weighing charges being levied against the cargo at the Bangladesh Port of Loading, which will be billed to the Shipper of Record.

  • All terminals in Bangladesh follow “NO VGM – NO LOAD” policy.

  • All rail shipments must have the VGM submitted within 24 hours of the container loading onto the feeder vessel

  

MSC admin fees and costs 

  • Late VGM Submission Fee: BDT 5000 per container. 

  • VGM Misdeclaration Fee: Container will be held / offloaded at any port of operations during shipping. Respective port penalty clause will be applicable.

IGM / EGM for movement of goods to/from Bangladesh 

  1. What is IGM (Import General Manifest)?

Once before arrival of cargo at destination port, the carrier has to file the details of cargo arriving to such port of importing country with the Customs. From July 01, 2019, Bangladesh Customs has opted for Advance Import Manifest Submission. Deadline for Import Manifest Submission is Prior Sailing of Vessel from Last Port of Call, before coming to Bangladesh.

  1. What is EGM (Export General Manifest)?

As a part of customs clearance formalities, the person in charge of the shipping vessel has to furnish the details of the consignment loaded into the vessel. This is known as Export General Manifest (EGM).

 

  1. Mandatory information for Import General Manifest:

The Carrier must also include Ten data elements in their submission to EGM:

  1. BL Number  

  1. EFR Number

  1. Container Number

  1. Container Size

  1. Seal Number

  1. Number of packages 

  1. Gross Weight

  1. Name of the Shipper

  1. Name of the Consignee

  1. Notify party

  1. Responsibilities for all parties in submitting IGM / EGM

  1. The carrier should submit IGM / EGM in Assycuda World for direct Shipment when there is no Freight Forwarder involved.

  1. The carrier shall assign Freight Forwarders to submit their part in Assycuda World in case there’s a Freight Forwarder involved in any shipment.

LOI (Letter of indemnity) for lost or destroyed OBLs (Original Bills of Lading)

What is an LOI?

An LOI (Letter of Indemnity) is required when an original Bill of Lading is lost or destroyed. It can be completed by shipper at the Port of Loading, or by the consignee at the Port of Discharge.

The LOI requires 200% of the commercial value of the cargo plus ocean freight to be guaranteed through bank.

MSC’s global LOI requirements are set out by our headquarters in Geneva. The LOI must be completed as per Geneva instructions in order for a duplicate Bill of Lading to be issued or release the cargo without presentation of Original Bill of Lading.

Prohibited cargo

It is illegal to bring the following items into or out of Bangladesh.

Imports 

Below items are restricted but not limited to:

  • IMO Class 1, 7, 5.1, 5.2, 4.1, 4.3, 2 (including all sub-class, all UN number under these IMO)

  • Sodium Chloride

  • Firearms and ammunitions including sport guns and air pistols.

  • Any Explosive items

  • Police Tear Gas Canisters

  • Used Tyre (Commodity Code: 003211)

  • For POD: Mongla (BDMGL), no DG is acceptable

  • Absinthe (if not compliant with specific regulations) 

  • Counterfeit money

  • Media with immoral or seditious content, such as child pornography 

  • Goods prohibited in the scope of economic sanctions 

 

 Exports 

  • Narcotics and some medication containing prohibited substances 

  • Absinthe (or other alcohols containing Artemisia absinthium

  • Explosives 

  • Endangered species

  • Items infringing trade and copyright regulations

  • Any other items not permitted for exports by the authority
